Learn / The World's Biggest Scrap Metal Markets
When scrap leaves the country it was collected in, it isn't going just anywhere. A small number of markets absorb most of the world's traded volume, and knowing which ones, and why, changes how you think about selling internationally.
~38% of global scrap shipments
Still the world's largest scrap importer by volume, driven by the sheer scale of its manufacturing and construction sectors, despite import policy changes over the past decade that have tightened what qualifies for entry.
~16% of global scrap shipments
A larger buyer than most people expect, reflecting substantial domestic steel production capacity and, more recently, supply chains reshaped by sanctions on other trade routes.
~11% of global scrap shipments
Grew rapidly as a destination after China tightened its own import rules, and continues to expand as a regional processing and manufacturing hub in its own right.
The single largest steel scrap importer specifically
Turkey's steel industry runs almost entirely on imported scrap through electric arc furnaces, making it the top destination when you narrow the ranking to steel scrap alone rather than all metals combined.
Second-largest steel scrap importer
Rapidly expanding electric arc furnace capacity has made India one of the fastest-growing scrap import markets in the world, not just for steel but increasingly for non-ferrous metals too.
Every market on this list has one thing in common: significant electric arc furnace steelmaking capacity, which runs on scrap rather than iron ore. As EAF capacity keeps expanding across India, the Middle East, and Southeast Asia, this ranking is actively shifting, not settled history. The UAE is a clear example of a market moving up quickly rather than staying still.
Knowing the biggest markets is a starting point, not a strategy. The best price for your specific material, grade, and quantity might come from a buyer in a smaller market rather than the largest one. Check live reference prices across countries before assuming the biggest destination is automatically your best option, and see our specific guides for exporting to India and exporting to the UAE.
Scrap demand tracks a country's electric arc furnace steelmaking capacity and manufacturing base far more closely than GDP. A country can be a huge economy and a modest scrap importer if its steel industry mostly runs on iron ore instead.
Turkey is the single largest importer of steel scrap specifically, its steel industry is built around electric arc furnaces that run almost entirely on imported scrap. It doesn't top the all-metals ranking the way China does, because China's sheer volume across every material category is harder to match.
Import policy changes over the past decade tightened what scrap qualifies for entry into China, which pushed volume toward alternative destinations like Malaysia and other Southeast Asian markets. China still leads by volume, but it's no longer the only serious option the way it once was.
It's not yet a top-five destination by volume, but its electric arc furnace capacity has expanded quickly, Emirates Steel Arkan's Abu Dhabi plant alone runs at 5 million tonnes, and it's already pulled cargoes away from Turkey. It's one of the fastest-growing markets to watch.
Volume rankings tell you where demand is largest, not necessarily where you'll get the best price or the easiest deal. A verified marketplace that reaches multiple countries lets you compare real offers instead of assuming the biggest market is automatically your best option.
